Every day I get multiple “proposals” copied and pasted, with a complete list of +30 services that aren’t related to what I need, and I ignore them. 

Mainly because it’s just WAY too much reading, and secondly because I know the sender has sent this to hundreds of people hoping someone will reply.

Be clear, concise, and fast to read, and you’ll get more work.

A bit below budget can be suitable for a start, while your client sees you aren’t above their set budget.
